In May 2026, the Alaska Oil and Gas Association petitioned Interior Secretary Doug Burgum to rewrite BLM regulations governing oil and gas operations in the National Petroleum Reserve in Alaska. The petition requests that BLM amend its rules at 43 CFR 3160 to create a new program for authorizing and constructing production sites and associated rights-of-way. BLM responded by initiating an Environmental Impact Statement to analyze the effects of such a streamlined permitting approach and to support the anticipated rulemaking. The EIS process, if it leads to a finalized rule, would cut through existing regulatory requirements that currently govern how and where drilling operations and infrastructure are approved in the NPR-A, one of the largest undeveloped landscapes remaining in the country and critical habitat for Arctic wildlife.
