Who’s defending Forest Service Public Comment Rules?

Almost every action on this map runs through the same door. An agency proposes something, the public gets notice, the public comments, and that record is what advocates and lawyers build on. The Forest Service is proposing to narrow that door across all 193 million acres it manages. Under the rule, rescinding or removing an existing directive would no longer count as writing policy, so it would need no public comment at all. Forest Service Handbooks would be reclassified as advisory rather than binding, which takes future handbook changes outside the comment requirement. Notice would no longer have to run in the Federal Register or a newspaper of record, an agency web page would satisfy it. The requirement to accept comments by mail would go away. None of this changes a single acre by itself. It changes who gets to know, and who gets to answer, every time an acre is on the table.
