The situation
Roca Honda Resources, LLC submitted a Plan of Operations to the Cibola National Forest and National Grasslands on November 7, 2025, to develop an underground uranium mine. The Forest Service is the lead agency and will prepare an Environmental Impact Statement; EPA Region 6 and the BLM’s Rio Puerco Field Office are cooperating agencies. The EIS will cover the mine’s effects on National Forest System and BLM lands as well as state and private lands, and the Forest Service expects the project to need a project-specific amendment to the forest’s Land Management Plan. A draft EIS was published in 2013; the project is being reinitiated as a new one because of the new proposal and updated regulations. Scoping comments are due by 11:59 p.m. Mountain Time on October 14, 2026, and the draft EIS is expected in July 2027.
