The Bureau of Ocean Energy Management published a Proposed Leasing Notice on August 18, 2026 for PACM-2, a mineral lease sale on the Outer Continental Shelf near the Northern Mariana Islands. The notice, issued under 30 CFR part 581, describes the proposed sale’s size, timing, and location and sets out financial terms including minimum bids, royalty rates, and rental rates. Under 30 CFR 581.16, the CNMI Governor has 60 days to review and comment before the process advances. If the lease sale proceeds, companies could bid for rights to extract minerals from the Pacific seabed, raising concerns about impacts to deep-sea habitats and marine ecosystems in an ecologically sensitive region of the western Pacific.
