A 647-mile, 36-inch crude oil pipeline that would run from the Montana border in Phillips County south to Guernsey, Wyoming, tying into a former segment of the abandoned Keystone XL and carrying up to 550,000 barrels a day. Crossing BLM public land and greater sage-grouse habitat across two states, the project would lock in decades of fossil fuel infrastructure. The BLM opened environmental review in April 2026, and Earthjustice filed opposition during scoping.
