The Bureau of Ocean Energy Management published a Proposed Leasing Notice on July 17, 2026 for Pacific Mineral Lease Sale 1, designated PACM-1, covering the Outer Continental Shelf near American Samoa. This is the first lease sale of its kind on the Pacific OCS, representing a new frontier for seabed mineral extraction under U.S. jurisdiction. The notice sets out the proposed sale’s size, location, timing, and financial terms including minimum bids, royalty rates, and rental rates. Under federal regulations at 30 CFR 581.16, the Governor of American Samoa has 60 days from publication to review and comment before the process moves forward. The advance of this leasing process raises concerns about impacts to seafloor ecosystems in the region.
