The Navy has asked NMFS for permission to incidentally harass marine mammals during two construction projects in San Diego Bay: a pier replacement at Naval Base Point Loma and a quay wall repair at Naval Base San Diego. NMFS is proposing to issue Incidental Harassment Authorizations (IHAs) under the Marine Mammal Protection Act and is currently accepting public comments before making a final decision. Marine mammals in San Diego Bay, including likely harbor seals and bottlenose dolphins, could be disturbed by underwater noise and construction activity.
