The State of Alaska applied to the Bureau of Land Management for a Recordable Disclaimer of Interest, which would formally transfer federal claim over submerged lands beneath portions of the Kwethluk River near the village of Kwethluk to the state. If approved, the U.S. government would give up its interest in the riverbeds covered by the application. This affects federal land management jurisdiction over the river bottom and could have downstream implications for tribes, subsistence users, and conservation interests in the area.

On February 20, 2019, the State of Alaska (State) finalized an application with the Bureau of Land Management (BLM) for a recordable disclaimer of interest (RDI) from the United States for the submerged lands underlying portions of the Kwethluk River, adjacent to and south of Kwethluk in Alaska. An RDI, if issued, would disclaim the United States' interest in the lands underlying the portions of the waterbodies in the RDI application.
