NMFS is seeking public comments on a proposal to issue an Incidental Harassment Authorization (IHA) to the Alaska Department of Transportation and Public Facilities, which would allow marine mammals to be incidentally disturbed during reconstruction of the Cold Bay Ferry Terminal in Cold Bay, Alaska. The IHA is required under the Marine Mammal Protection Act whenever a federal action is likely to harass marine mammals. Marine mammals in Cold Bay's coastal waters are the primary species affected, and a one-year renewal of the authorization may also be considered.

NMFS has received a request from the Alaska Department of Transportation and Public Facilities (ADOT&PF) for authorization to take marine mammals incidental to the Cold Bay Ferry Terminal Reconstruction Project in Cold Bay, Alaska.
