The EPA is proposing to delay compliance deadlines for Facility Response Plans (FRPs) that require certain onshore industrial facilities to prepare for worst-case hazardous substance spills into navigable waters. It's also stripping climate change and environmental justice language from the rule to align with the Trump administration's Executive Order 14148. The delay affects facilities that could cause substantial harm to waterways, shorelines, or the exclusive economic zone, and EPA acknowledges it can't quantify how many harmful discharges might occur during the delay period.

The Environmental Protection Agency (EPA) is proposing to delay the compliance date for Facility Response Plan (FRP) requirements as well as to make language modifications to align with the Administration's climate change and environmental justice policies in Executive Order 14148 of January 20, 2025.
