Wyoming's coal mining regulatory program is proposing a rule change that'd create a new category of reclamation bond estimate adjustments that wouldn't trigger the formal bond release process. It was submitted to the Office of Surface Mining Reclamation and Enforcement after approval by Wyoming's Environmental Quality Council and Governor in fall 2025. This affects coal mine operators and regulators in Wyoming by potentially streamlining how financial assurance for land reclamation is calculated and adjusted.

The Office of Surface Mining Reclamation and Enforcement (OSM) is announcing receipt of a proposed regulatory amendment to the Wyoming coal program (Wyoming program) under the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act).
