NMFS is proposing rules to set the 2026 harvest limits for Pacific whiting off the West Coast, including allocations for Tribal treaty fishing rights and a set-aside for research and incidental catch in non-groundfish fisheries. The rule's goal is to prevent overfishing and hit optimum yield targets using the best available science. It directly affects commercial and Tribal fishers operating off Washington, Oregon, and California.

NMFS issues this proposed rule to establish the 2026 Tribal allocation of Pacific whiting and set-aside of Pacific whiting for research and incidental mortality in non-groundfish fisheries. The proposed measures are intended to help prevent overfishing, achieve optimum yield, ensure that management measures are based on the best scientific information available, and provide for the implementation of Tribal treaty fishing rights.
