On the North Rim, photograph how people actually use it right now: cars parked at trailheads with a time on the photo, campsites and fire rings, picnic areas, restrooms and signs, and any closed or damaged stretches of trail.
Open. Anything filed before November 6 goes into the comment file the agency has to answer. After that it backs the formal objections, goes to the lawyers on the fight, and is the story.
