The objective
What we are testing.
Cibola National ForestSprings and water
“which will be discharged into a non-perennial segment of Rio San Jose, in the town of Milan, New Mexico”
The agency wrote that in its own document, under Proposed Action. Nobody has been out to check it.
Go to where the Rio San Jose runs through Milan, New Mexico, and photograph the channel from a public road bridge or pullout. Show whether there is water flowing or a dry bed. A dated photo of the Rio San Jose channel at Milan showing either running water or a dry streambed settles whether it flows now.
The window shut October 14. Evidence still counts: it backs the objections from people who did comment, goes to the lawyers, and outlives the decision.
