  One URL, on purpose.

  This is a single-page app. #tongass, ?forest=tongass, ?nf=kootenai and
?state=MT all serve the same index.html with the same self-referencing
canonical tag, so Google collapses every one of them into the URL below.
The previous sitemap listed ten #hash variants; a fragment is not a separate
URL to a crawler, and query variants would have come back in Search Console
as "alternate page with proper canonical" noise.

What makes the long-tail rankable is not more sitemap rows, it is that all
39 states, all 122 national forests and their acreages are in the static
HTML of this page with real <a href> links (scripts/build-seo-index.mjs).

Launch task, outside this repo: the brand domain's robots.txt lives in
WordPress at the site root, and this sitemap needs adding to it and to
Search Console. The robots.txt in this repo only takes effect on the
  Firebase host.
